Hostel conversion, Madeira Road, Streatham

Situated off Hopton Road close to Streatham High Road. Within walking distance to Streatham Railway Station, shopping amenities, and Streatham Common.

The existing properties consist of three Victorian houses linked at three levels to provide Hostel accommodation for the Council.  In total the buildings accommodated 18 habitable rooms with kitchenette facilities and shared bathrooms. In total the occupancy of the hostel was between 36 and 54 persons.

The hostel had been occupied by the Council up until 2009 and is currently occupied by squatters. Under the planning class the properties are in Class C2/3.

The area surrounding the property is residential in character. The site is bounded by Madeira Road, a three storey residential block of flats owned by the Council, and a Victorian House. Rear of the property is a train line.

It is proposed to convert and renovate Nos. 18 and 20 to their original use, ie. as single family dwellings.

As the conversion is solely internal modifications we intend to carry out only minor works to the external appearance of the buildings. The link between properties No. 16 & 18 will be carefully dismantled and existing lightweight plaster to be hacked off back to facing brick. A new door opening will be formed for no. 20 to match no.18. Windows will be replaced with new uPVC double glazed sash windows. 

Reviewing Lambeth’s UDP the PTAL of the site is within a class 4, which is classed as good. The development consists of 2 no. 5 Bedroom private dwellings and therefore under the London Guide the minimum number of spaces required per dwelling is 1 space. 

Drawing no. 01109 – 015 details the scope of works for the external landscaping. The existing tree will be retained along with the planting of a new tree in an area of soft landscaping. The remaining front area will be for car parking and this will be finished with porous block paving. Between crossovers new 1.2m high timber fences will be erected.

The rear garden will be divided with a 1.8m high close boarded timber fence with concrete posts.
